KABANGA NICKEL _PUBLIC DISCLOSURE__SWAHILI VERSION REPORT_2025
Tembo Nickel Corporation Limited (TNCL) is a local private mining company established on January 19, 2021, following the signing of the joint-venture Framework Agreement between the Government of the United Republic of Tanzania and Kabanga Nickel Company Limited for the development of the proposed Kabanga Mine. The project will involve underground mining operations within the Special Mining Licence (SML) area, utilizing two separate decline systems—the North and Tembo mining areas.
Run-of-mine (RoM) material will be processed in a dual-stream 3.4 Mtpa concentrator plant to produce nickel sulphide concentrate, which will then be trucked 340 km via the B3 road to the Kahama Refinery for further refining. The final products, nickel, copper, and cobalt, will be containerized and transported to the Isaka dry port, approximately 40km from the Kahama Refinery, before being shipped via the existing rail system to Dar es Salaam, Tanzania’s principal city and largest seaport.
The proposed project site is located in northwest Tanzania, within the Ngara District, approximately 42km south of Rulenge, 5km southeast of the nearest village, Bugarama, and near the border with Burundi.
The Environmental Impact Statement (EIS) and Environmental Management Plan (EMP) for the project were initially conducted between 2007 and 2013 by Golder Associates (now WSP) and MTL Consulting. The assessment adhered to both local and international standards and was approved by the National Environmental Management Council (NEMC) in September 2013. However, due to delays in project commencement following a decline in nickel prices, and in light of changes in mining designs, environmental conditions, and regulatory requirements, TNCL was required to re-register the project in accordance with the Environmental Impact Assessment and Audit Regulations, 2005. In response, NEMC requested an update to the EIS and EMP, which was completed and approved in June 2023.
Following that, City Engineering Company Limited (CECL) and SLR Consulting (Africa) were contracted by Tembo Nickel Corporation Limited (TNCL) to upgrade the Environmental and Social Impact Assessment (ESIA) for Kabanga Nickel projects to meet the standards of the International Finance Corporation (IFC).
As part of compliance with IFC requirements, the ESIA disclosure was carried out to ensure that stakeholders were informed, engaged, and made aware of the potential impacts and proposed mitigation measures of the project. CECL and SLR successfully conducted the ESIA disclosure process, presenting the findings to stakeholders—including local communities, government authorities, and other relevant parties—and gathering feedback for incorporation into the final report
